Getting low fps in most games

Hello guys. First of all i would like to say what is my problem. I've been getting low fps in games that I shouldnt and unstable fps (at some point its 60 than drops to 20 or less). My specs are:
Processor: amd fx-4100 quad core 3.6 ghz
GPU: AMD 7750 hd 1 gb
At first it was all ok but now I started getting this problem and I though it was my windows making this problem since i had many softwares installed so I decided to clear install windows, but now its even worse. I've done dust cleaning of my pc and everything is clean. I installed drivers (I dont have much exp in this but I guess nothing can go wrong with looking for drivers for stuff that I know model and name on its official website and i've been using amd auto detect for graphic card.) I recently installed Assassins creed 4 Black Flag which my computer should be runing without any problems on max but I get 20 fps at medium config. Im using 1600x1050 resolution and I didnt have any problem with it earlyer idk if thats problem now. So if any of you got any suggestions please let me know it, and I would be thankful :)

Get ALL video drivers uninstalled. Uninstall the AMD install manager Use Drive Sweeper or a similar program to remove all remnants of any GPU drivers. Then run your system with the Windows driver only and make sure it (7750) works fine on browsers playing something like YouTube videos and other simple 2D (non-gaming ) tasks like simple photo editing. Once you are sure it is stable with no glitches in 2D then Install the newest AMD driver from a fresh download. Do it yourself manually ( no auto-detect or branded downloads ). Download the file now and leave it on the desktop until you are ready to install it.

Tried uninstalling all drivers but it didnt work. I also tried overclocking gpu a little bit in amd overdrive and it gave me just a small performance boost. Idk if anyone got any sugestion please post it. I would be thankful.Cheers
