possible damaged CPU

my pc boots up but either doesnt detect the RAM or graphics card. An dont get a picture on the screen. thought it was a motherboard problem so replaced it with a new one i have tested the graphics card an ram on another system an they work fine. the only thing can possibly think of is it is the CPU an it isnt working properly an not detecting the hardware. i currently am running Crosshair V Formula Z with AMD 990FX chipset, Amd FX-8. 9590, Asus HD 7970 Matrix Platinum 3072MB GDDR5 PCI-Express Graphics Card, Corsair AX1200i Digital ATX '80 Plus Platinum' Modular Power Supply, 1 128GB SSD and 2x 2TB HDD. Please help as having my system down is making me lose the will to live.

yeah i tried a old 6 core AM3+ but that didnt work either got the same problem but the have both been out and i was handling them without a static earthing band. is it possible i have damaged them both dude to static build up
