Is this build decent for a high budget build

I am building a gaming pc and I would class this as budget maybe as some parts can be hugely improved just would like to no if this would be a good build and what could be altered

CPU - i5 4670k
Mobo - asus z87-A
Gpu - asus amd HD7850
Ram - corsair vengeance 8gb 1600
Psu - corsair cx600w
Hdd - WD black 1tb
CPU cooler - cooler master hyper 212 evo
O/S windows 8.1


And case I ain't decided yet

Would u recommend the windows 8.1 . My current pc runs visa basic that's how old it is lol. I heard mixed reviews on win8 and 8.1 and that win 7 is fine. Should I still go for win8.1 is the question lol
