PC hangs at start screen and windows install screen! please help :(

Ok so i got this PC fom a friend and he's been having problems with it for the past months where it would freeze at the windows start screen, but he would restart the pc a few times and it would eventually boot up and run just fine, no random restarts or anything. Untill a few days ago when it stopped working, now it just hangs at loading screen. So the basic problem is this:

No matter what kind of windows i try to install or run on it it hangs at windows loading screen and on instalation screen (at the part after the windows files are loaded and it says starting windows).
I ran safemode and it hangs when it is trying to load "classpnp.sys".

Things i tried:
-pulled out the HDD (SATA), intalled it on my other pc, formated it and put a fresh install of windows 7 x64 on it and put it back in, it still hangs;
-updated BIOS to lastest version, still hangs;
-tested the PC with one memory card(RAM) at a time, still hangs;
-tried different HDDs(SATA) on it, one with windows 7 x64 and one with windows xp 32bit, still hangs on both on boot up and windows install;
-googled the problem for the last few days and nothing worked
-disabled CD-ROM drive, no change
-disabled USB from BIOS, no change

After i updated BIOS i was able to go intro system repair menu and i tried stratup repair and system restore, they didn't work.
Also my BIOS has 3 presets :
- BIOS defaults
-Performance Setup Default (IDE/SATA)
-Power saving setup default
I am able to load system repair menu only in the performance setup defaults, in the BIOS defaults preset it hangs when it loads it, i have not tried the power saving preset.

Motherboard: ASRock G31M-GS (http://www.asrock.com/mb/Intel/G31M-GS/)
Power supply: high power hpc 400-h12s (http://www.pcgarage.ro/surse/sirtec-high-power/element-400w/)
CPU: Intel core 2 quad 2.5 ghz
RAM: 3gb ddr2 (1x2gb zeppelin , 1x1gb kingston)
Video Card: Gigabyte nVidia GeForce 9800GT, 1GB GDDR3 256bit
HDD: Seagate Barracuda 250 gb

Any help would be apreciated, this pc is a massive upgrade over my current one if i can fix it
The problems seem to to have started when he upgraded the pc and got new motherboard, power source and cpu

Hi
Remove the GeForce 9800GT and try usin the integrated Intel® Graphics Media Accelerator 3100
Also try to disable - Intel® 3100 and tr to power on & boot with other GPU Card
My doubt is GeForce 9800GT !

And also i doubt motherboard - capacitors

I tested with the integrated graphics and still hangs, and i don't have any videocard to test with

I did run the PC with one DRAM at a time and still hangs, i also did memtest on the RAM and it had no errors

Can you test you components - CPU , RAM , PSU and GPU - to other Motherboard - other system ?

Unfortunately no, i don't have any spare parts, but i think i'll ultimately give up and take it to a service.
I will put Llinux on a usb stick tomorrow and try to boot on Linux, i will post back with results

Ok so i installed ubuntu 13 from a usb on the HDD alongside win 7 and now ubuntu loads and windows doesnt (restarts at loading screen after 2 seconds of loading)
So does this mean it's a windows problem? I haven't tried windows vista yet, maybe ill give it a try

Hmm that`s odd ......
Can you boot and load WinPE ?
- Hirens Boot Cd -> WinPE

I guess you GPU or any other device is loading driver under Win and you got freeze but the ubunto is not loading this device driver and you `r OK .....

If you have the problem with integrated GPU .....
The next suspect is the mobo .......
Untill you test you components on other PC you can`t see where is the problem - this faar i think of Motherboard

I have tried everything, ill just take the pc to a service but that may take a few months. I will post back when i get it fixed if the thread will still be open by then. I thank everyone for your suggestions.
