CPU clocks past max speed.

So I have a AMD A6-3420M and the max clock speed SHOULD be 1.5ghz. Well I'm sitting here with two M$ Word docs open, Skype, and Windows Media Player open, and my fan is revving up. I check the temps and they were over 60C* on a normal table. I checked the clock speed and it keeps going from 1.5ghz to 2.4ghz. I have no idea why for I haven't OC'd it and I'm trying to figure out why it's doing this.

The clock speed spikes for all four cores, but one at a time. So say three are at 1.5ghz and one will be at 2.4ghz, and so on.

2.4Ghz appears to be the normal "Turbo" speed for laptops. It will only sustain the higher speeds as needed and if the temp goes past a preset limit, it will stop it from running faster. You should find out from the manufacturer, what highest temp is considered OK, to see if you have a real problem. 62 is high, but may be within max specification for a laptop.
 

No, 62 is average, and well within a laptops spec. AMD desktop has a Tcase of 65 while it is safe up towards 70. Intel's tcase is 72 while 80 starts getting warm. Laptops commonly get to 90-100c.
