Find what software is doing that, and make it stop.

First try to figure out what you did just before the problem started, added software, updated drivers, Windows updates -- something caused the problem.

You can try to restore to a point before the problem existed with a system restore point. If that doesn't do it, you can try booting from your install or repair disk and doing a startup repair.

Likely the problem is something running when you have the issue, so look at those programs and processes.

Welp ive been looking in resource monitor and nothing is jumping out. Had this problem 2 weeks ago. When i got it then i resocketed everything and applied new heatsink paste to the cpu. Was fine for 2 weeks now its back. Started an hour ago and its really annoying.

Getting annoyed is just distracting. Focus on solutions.

I would do a system restore to 3 weeks ago and see if that fixes the issue, then figure out what you added that created the issue in the first place.

This can potentially take a lot of time consuming troubleshooting. My advise is to do a fresh installation of windows and start again, doesnt take long.
