Only getting 30 fps on every game on a good system even years old games

Im only getting 30 fps on all the games i have played on my computer even tho its pretty powerful. its a month old and my first self built pc.

My specs are

ASUS Sabertooth 990FX R2.0

ZOTAC GeForce GTX 770 2GB

CM Storm Trooper Gaming Big Tower

Seagate Barracuda® 2TB

Kingston DDR3 HyperX red 1600MHz 16GB

AMD FX-8350 8-Core Processor, Black edition (using stock cooler)

XFX ProSeries XXX Edition 850W PSU

AOC 24" LED G2460PQU

Windows 8

Game examples: Skyrim, Deus ex human revolution, Bioshock infinte, Metro last light, Battlefield 4, Stalker shadow of Chernobyl.

Is there anything I haven´t missed noticed I have downloaded the latest graphic drivers.

Check the Nvidia control panel under advanced 3D settings and make sure Vsync is set to either adaptive or "Use the 3D application setting", then check the games to see if you have Vsync enabled in them, some games limit your FPS to 30 with Vsync like Crysis 3

exactly 30 fps? there is a setting in nvidia control panel that limits fps to half refresh rate. recording with fraps can also limit to 30fps.

I tried doing fixing with the vsync but there was no improvment

That's odd, it would be a Vsync issue if you are getting locked at 30FPS, you might as well try uninstalling yourd drivers, use driversweeper and then do a "clean" install of whichever Nvidia driver you're using
