Do I need a CPU cooler to Over Clock?

Hey, I have a i7-4770K and I want to overclock it but I don't know how high it can go and if this CPU cooler would be good enough.

Would that be able that be able to keep my CPU cooled down if I were to overclock it?

The EVO will be good for an OC of up to about 4.4 - 4.5 unless planning to run 24/7, if planning higher or running 4.4 24/7 would look at maybe a Phantek, or if in the budget up to a CM GTS V8 (that's what I chose, though I'm running 4.6 24/7
