PowerColor HD7970 not in Device Manager or BIOS

intel i7 4770k
gigabyte ga-z87-hd3
8 gb ram
corsair cx500m
500 gb hdd
windows 7

i'm trying to install a powercolor hd7970 (AX7970 3GBD5-2DHV3), i've installed amd catalyst and drivers for the motherboard but it's not showing up in device manager. also in my BIOS for initial display output, there is only IGFX, PCIe 1 slot, PCIe 2 slot, and PCI, I don't see an option for PCIex16 or PCIex4 but my bios is the latest version.

could it just be a faulty card?

Just got it working, I found a beta version of the BIOS and updated, still didn't work until I moved the card to the x4 slot, then I reinstalled AMD catalyst and started working on the x16 slot.

Thanks for the reply, that makes sense about the slots. I'm only getting a signal from the integrated VGA port, I have DVI-D from the graphics card going into a monitor but no signal coming through (without VGA plugged in).
