cooling the i5 2500k ?

i have an i5 2500k with an evo212 cooler and from the start it was running at the stock speed of 3.3 ghz so i recently switched to 4.2 and it was running normaly for a month now...went to bios earlier and checked out the cpu temp on idle(i would guess) and it showed a whopping 70 c ,then i switched back to regular and it went down significently,also when i turn the boost on it jumps like crazy ,that cant be normal if i have an evo212 can it? especially if playing bf4 i would imagane it would be even more
