Web pages and emails load slowly after upgrade from 8 to 8.1

After upgrading from Windows 8 to 8.1, Web pages and emails load slowly. A 2nd level Microsoft Support person has tried to resolve this, but so far, he hasn't. The slowness reminds me of modem dial-up loading speeds where it may take approximately 10 seconds to load pages! I am not connected to a router and have a direct wire connection.

Does anyone know how to fix this issue?

May be internet is fine, but the Windows itself is not running smooth and causing the slow browsing. Have you tried creating a new account/user profile, and then browsing? Create a new user profile, i hope it will solve the issue as it has worked for many people .
