Use Windows' Disk management to shrink a partition, then create new one. You can also use (very carefully) some LiveCD Linux Distro with GPartEd on it.

This is correct on Windows 7 & 8, but unsure if Vista supported this or not. If your on XP, yeah no there is no option except Partition Magic to do it inplace without being too technical.
