This is what I have at the moment

The GPU would need upgrading. The 770 is just a rebranded 680 which is getting on for 2 years old now and just isn't up to scratch for running the latest games with all the shiney features.

I recently upgraded from an AMD 7970 (very similar performance to a 770) and I couldn't run the latest games on ultra at 60fps (except BF4). I think it would be fair to say that the majority of the games released this year would need features turned down in order to maintain 60fps on a 770; as...

I think it would be fair to say that the majority of the games released this year would need features turned down in order to maintain 60fps on a 770; as that's what I've had to do with my 7970. It starts with turning down features like anti-aliasing, then you have to move onto shadows etc and eventually textures.

If I got a second 770 wouldnt that fix the problem?

It certainly would. However, with more games now breaching 2GB vram at 1080p, I'd be tempted to get a better single card with 3 or 4GB vram. That way not only will it ensure you have enough vram now, if you ever decide to upgrade your resolution, you'll be future proofed. As higher resolutions need more than 2GB of vram to max out texture quality.
