These two monitors seem very similar, except one has a TN panel and one has IPS. Response times are also a little different. Which one is the better deal? I do casual gaming (League of Legends) and an occasional Photoshop or video edit (not professional). I just want a solid bedroom monitor. I've heard IPS have better color depth/quality. Should I go for the IPS? Both are the same price right now.

ASUS VS248H-P - 24" - 2ms - TN Panel - 50k:1
ASUS VN248H-P - 23.8" - 5ms - IPS Panel - 80k:1

I'd appreciate any input. I don't think I could go horribly wrong with either option. Thoughts?

5ms IPS is still OK for gaming, not really the highlight but it is still OK if this worries you.
I am using Dell U2412M for games like ME2, ME3, Crysis2, Skyrim, etc. and I am quite satisfied with it.
In the beginning I had my doubts but it is not as bad as I thought.
Unless you are really aiming to play 3D, than you will not need TN that bad. :)

TN panels colour depth, contrast and viewinng angle are indeed below IPS but not that bad either.
Again, not the highlight but still OK.

Anyway, you can not go wrong with either of them, actual TN panels are also not that bad in term of colour reproduction and viewing angle compared to old TN panels.
