system sepcs for final fantasy 14, what gpu?

I've been looking for a rig that will play this, as Im currently playing this on a 4-5 year old desktop and having fairly poor performance, even at its lowest settings I'm getting alot of slow down. I dont know gpu's at all, when reading the GPU I cant tell if they are better or worse then the ones listed for the requirements. Im not looking for something insane, I dont have to play on the highest settings of everything, but would like to play with medium-ish settings with no slowdown, even playing slightly lower then medium settings like reduced shadows or something of that nature I would be fine with. Bottomline, I'm more worried about the game playing functionaility, then how the game looks, the game looking nice would be a plus but i have a fairly small budget.

i've been looking at a few computers on ebay and was hoping someone could decipher the hardware and give me an honest opinion if its a good deal or not.
Other games I play all have fairly low requirements, I play Magic The Gathering online, Hearthstone, League of Legends ect.

I've been looking on eBay, my budget is around 450-475ish

GPU LISTED: RADEON HD 5450 IN THE 2GB

If anyone knows of any computer somewhere else that may fit my needs/budget i'd be happy to hear recommendations wether it be from ebay or anywhere else.

Unfortunately i am not looking to build a pc from scratch, which i know from my budget would prob be a much better option, but im not tech savvy at all.

Also is there any website that i can possibly like put in the name of different gfx cards and it will tell me which one is better? I just cant really find a way to figure out what cards are better, and by how much, I know i can read the specs, but I dont know much about what spec does or means what.
