When I plug my mouse or wireless receiver into my motherboard's usb ports, the devices do not work properly. My mouse will skip and the receiver will just not pick up a wifi signal. However, when I plug them into the front ports of my case, they work perfectly. what could be the problem?

Google the motherboard model number -> go to the relevant official website (ASUS, ASRock, ECS, MSI, GIGABYTE etc..) -> click support / download then bios. From here you can see which is the latest bios version.
If you enter bios the current BIOS version is usually listed.

There is a very rare chance that the fuse for the back USB ports has blown. If this is the case, you will need a new motherboard. You could also buy a USB PCI card.

Is there a way to troubleshoot that?

Is there any errors in the USB section of device manager?
(Start -> right click on computer / my computer -> Manage -> Device Manager -> Universal Serial Bus Controllers)

Yes, the weird thing is that I have a controller and keyboard plugged into them with no problems.
