How can I stop ASUS R9 280X underscanning under Windows 8.1 x64?

I have just installed an ASUS R9 280X (R9280X-DC2T-3GD5) in my fairly-new Windows 8.1 x64 Haswell box.

I've installed the Catalyst driver and utility package downloaded from ASUS (AMD_VGADriver_Win7_Win8_Win8_1_VER13_152.zip), and find that my 1080p screens are significantly underscanned--there's a big black border around the image.

I didn't expect fixing that to be a challenge, but when I open the AMD Catalyst Control Center, the interface looks basically like what's shown on this page...

...but the only two items I have listed on the left are Pinned and Presets.

I'm missing the rest of the interface, such as My Digital Flat-Panels, under which I could adjust things like under/overscan.

I've un- and re-installed the Catalyst package, but no luck.

Any thoughts on how I might troubleshoot or repair?

tl;dr: I can't fix underscan on my new AMD R9 card because the Catalyst interface is incomplete.

Go to preferences and hit 'Advanced View'. That should give you the scaling options that you see in the image you posted.
