Graphics card needs the max power my psu can deliver!

Hello, I want to ask that if HD 5770 needs 450 watt with 34 amps but my psu can only deliver that much, would it be good to buy this card? I can only take cards around that now as I am desperate to play newer games while on a very tight budget. Thank you

My PC Configuration is:
Motherboard: XFX X-G31
Processor: Core 2 Duo E7400 2.8GHz
RAM: 3GB (4GB Max)
Graphics: XFX HD4650 1GB (Approx. Total Memory 2300 MB)
PSU: Corsair VS450

Card makers inflate the power requirements of their products to cover themselves, there is plenty of poor quality power supplies out there and they may only deliver half their rated output!
You are fine, the vs series are not top flight but they're dependable enough and DO deliver their rated power.
You can go with these GPU's also, depending upon your budget. IF you want a cheap one then I would say HD 7750 would be better.

Radeon HD 7970 - 30A and a 500W psu minimum

Radeon HD 7950 - 25A and a 500W psu minimum

Radeon HD 7870 - 23A and a 500W psu minimum

Radeon HD 7850 - 21A and a 500W psu minimum

Radeon HD 7790 - 21A and a 500W psu minimum

Radeon HD 7770 - 19A and a 500W psu minimum

Radeon HD 7750 - 16A and a 400W psu minimum

Thanks for the information! Seeing your pcs, I say you guys are gamers too, lol. Actually, my graphics fan is not working anymore so due to overheating I cannot run a single game as the pcs shutting off. I so wanna buy a high-end card but since I am on a tight budget and I can't wait to play, I just need a normal card for awhile at least to run the recent games till I save enough to settle down with a decent card. So can you please suggest me a good one that should be enough to run games for a year?
 
You might be able to continue to use the 4650 (I take it that it is the card that is overheating).
The way is to either cut the existing fan blades off or remove the fan totally then stick a suitably sized case fan over the opening (make sure it blows INTO the card), double sided tape or cable ties will hold the new fan in place.
