[Help] New GPU worst then the old one

well, i had this Nvidia Geforce 8400 gs that i would like to change with Nvidia Geforce gt430.But somehow , my PC became more laggy then it should be ( PC Usage 40~60 ) I have :

Window 7 Home Premium 64 bit
Intel Core 2 Duo E4500 @ 2.2GHz Processor
4 gb of ram
Acer Aspire M1610-UD2180A Motherboard
500w Power Supply
And the driver i download from the internet ( can i do that ? )

I told you to look for which process is taking up so much of CPU usage, so that you can get a idea what is going on.

Can you tell me exactly which application is taking up so much of CPU juice ?

Else backup everything and format the OS, then clean install it with a bootable media(DVD/USB). I think the problem has something to do with the driver level/OS malfunction issue.
You would like to change or already changed ?

And PC usage 40-60 : what do you mean by that ?

What is the exact make/model of PSU ? Just telling 500W wont help. Though GT430 requires little power to run.

And yes you can down load drivers from internet.

I already changed ( forgot to mention )

i didn't open anything and when i check my CPU Usage ,its became 40~60% somehow.

Already check and already end some processes but still the same
Well, i download the latest driver at www.geforce.com though and not from Installation cd coz my cd-rom broke :<
