BSOD Launching any game I have. ARMA 2-3, BL2, TF2, and Netflix

So these are the only things I really use my computer for (gaming and netflix) and just 1 sentence behind what your thinking, hence my issue in not getting this fixed! lol

Okay so my machine until yesterday was stable as can be, hadnt had a blue screen since i had built it. So I decided to try and OC the video card a bit. Through trial and error a bit of reading on line, I got the video card stable (7950 at 1100/1350 1.135 volts i think,) I was running awesome FPS with acceptable temps. Then all the success went to my brain. Once satisfied with the video card torture, I decided I think in this order, Do a BIOS Clock of my CPU, and then update the BIOS?

Im not sure of the order, but thats when my gaming went upside down. badly, black screens, blue screens, really slow loading like 3x - 4x as long as before, tons of freezing.

What I did:
Uninstalled the latest BIOS update for my ASROCK Extreme 6
No issues doing so, no luck Currently running last stable version.

Uninstalled and re-installed all AMD Catalyst Programs and Latest Drivers x2

Re-installed once and it failed when doing the "screen flicker" during install, black screen, rebooted on its own.

Uninstalled ASUS GPU TWEAK, this is what I had been using to get the GPU profile the way that I wanted.

I read a ton of shit in the 8 hours i was looking at this yesterday, I adjusted all power settings to make sure there were no sleep issues and my pc had what it needed during the gaming etc. And a couple other things i cant think of im sure.

Only Good things:
I was able to 3 out of 15-20 something attempts to get ARMA 3 to load and In the game, to what looked like a very stable gaming exp, 2x this occurred after adjusting the power stuff. Im hoping this is a sign my GPU is okay

No temp issues that I have seen, when things started to get hot on the GPU clocking I stopped everything and adjusted the settings, as instructed.

Any help you can previde, awesome! Let me know what you need!

I cant tell if you are being serious or if you are giving my a well deserved thump on the head.... the old "act right"

Any suggestions on where to do this?
 
bios is easy. you have a restore defaults option in it.

for the video card, the catalyst control center has an enable/disable overdrive. disable it completely and use also the defaults button on the bottom right.

uninstall all the tweeks and reset from the ccc.

eventually this should return you to the defaults. which hopefully work. if they dont, activate the overdrive again and lower the frequencies a bit till you get it stable.
 
as a general rule, when you overclock you need to increase the voltage, not decrease it. the bios settings dont have to be written with a bios update. they change on save. the bios flash upgrade is an upgrade to the whole bios not writing the settings in stone

x( crashed after reseting everything back to defaults, played for a moment, again awesome great frames, slight studer (seen before since i built PC)

after a min it just crashed, im going to try the last overdrive step you gave me to do and decrease the settings a bit, here is the BSOD message:

So, I have been trying to take the card BELOW factory clocks and I am still getting crash black screen / bsod, STUMPED, ready to cry again.

It seems to load the game fine again, it does switch back to desktop while game is first getting going, usually i can make it into the game and thats when it starts having trouble responding.

Also to note with the above, I defragged the drive, and that defrag repair thing through steam
