is 35-40c idle temperature a good idle temperature for 3970x?

I have the H100i cooler with original thermal paster from the cooler for my CPU. I put the some thermal purifier without drying it before putting on the h100i, im not sure if thats a bad thing? When I watch youtube video, never see people putting on thermal purifier before the coolers and thermal paste. Also, is 30-40c good for gtx titan at idle temperature?

Not too sure about the logistics with the H100i cooler, but based on what your temps are, you should be okay.
Depending on your ambient temperature, it will fluctuate.

Also, do you have any power saving options enabled for the CPU?
That may help it from staying at max frequencies at idle, and help your temps.

how do i enable power saving for it? is it in the bios where it says enable power saving? if power saving is enabled, will it perform worse under load?

well, the thing is when i play games, my cpu is around 60-70, im not sure if thats good? and for 3970x, is the temp supposed to higher because its voltage is like 30v higher than 3960x?

That would be the one!
What power saving options do for the CPU is throttle the voltage and frequency of the chip when not under load to conserve power.
When under load (during gaming) the frequency and voltage will go up to the max, which will be whatever it is set to in bios. You shouldn't notice any performance issues with those settings on.
