New parts still poor fps

amd fx-8320 3.8ghz (not overclocked much yet) - Upgraded from fx4100
GTX 760 superclocked 2gb model - upgraded from 4870
16gb ram
asus extreme 3 970 mb
World of tanks fps - 30 avg video card alone got me up to 70fps if i look at the sky before could not get over 35, with new CPU gained nothing
Guild wars 2 (untested)

When i run MSI it is jumping from 30% usage to 95% usage all the time. I cannot seem to get any decent frame rates out of this computer no matter what i do. I know that the new video card and processor should be able to do a hell of a lot better than 30 avg on world of tanks.....

Currently am downloading Skyrim and going to get the Mods for better graphics and i will have a better game to compare with

Bios is updated

any ideas why i cant improve the FPS with such a better build now

Under load it was around 40-45C water cooled on the cpu
I have not ran prime95 with the new CPU yet - on the fx4100 overclocked to 4.4GHZ i was running 55C same FPS though
GPU im not sure what the temperature has been have not looked very close


But i guess what it amounts to is that even with upgrading the GPU from a 3 year old 4870 to a gtx 760 i may have gained 5fps on average. and the usage of the GPU is low from what my research has showed, reading on here i saw that if the gpu is only at 50-60% your cpu is not supplying the information fast enough, on average mine is and was at 40-60%. I assumed the FX-4100 was causing the GPU not to get information to it fast enough.

World of tanks is not demanding, and ive seen people with this set up getting 60-90 fps on bf4 (this is untested by me) but i cant even get 30-40 on WOT

Drivers as far as i know are correct - and all the old drivers where uninstalled.

the 4100 was at 100% when in game, I am going to have to see what Skyrim does and then go from there - i know more people talk about Skyrim and have more data on fps to compare to.
Far as the internet connection i have a 2mb wireless 130ping +-
Also have Verizon unlimited 4g tethered at 5-12mb 80 ping +- no difference in fps
But i will see what happens in Skyrim tonight - if i still have poor fps i may do a full system wipe
