Ive heard the os is not moved to a new pc from a old one why is this?

Im looking at buying parts to upgrade my frist computer because its a desktop and im moving over files from my laptop well every thing that i can move over and i heard the OS cannot be moved so does this mean i need to buy a new os for the computer IT has vista but i want windows 7 and my laptop has it. CAN I UPGRADE FROM VISTA OR SOMETHING FOR LESS THEN BUYING IT NEW OR CAN IT TRANSFER THE OS WITH EVERTHING ELSE?

Well the version on my old computer stay if i change out the motherboard,processor. Im not sure is the OS contected to the motherboard you have or the hard drive cause im going to change the motherboard out of my DAD old PC.

An OEM version of an operating system (Vista or Windows 7, for example) is a version that comes with a computer and can only be used in that computer.

If you have a license key sticker on your computer, then, barring something weird and unusual, it's an OEM operating system. If, however, if have some sort of paper or brochure or box with a key on it (a key for the operating system, that is) then it's not OEM and you can use it on another machine, provided you deactivate it first from the other one. Contact Microsoft costumer support if you don't know how to do this.

The version of windows that shipped with the laptop is most likely OEM. OEM versions of windows 7 are tied to the motherboard they a first installed on, using the license on another system is a breach of the EULA and illegal. You can buy an OEM version of windows 7 for the new desktop for less than $100.

OEM versions of windows 8 however can be transferred to another system, as long as the license is only being used on 1 pc.

ok well its the same machine its just old and im upgrading it and puting my laptop stuff on it so when i do does it transfer the os from my laptop or must i buy windows 7 again?

If the version of windows 7 on the laptop is OEM, then you will need to buy another copy.
