EVGA GTX 560 Ti Idling at 150 fahrenheit/65 celsius

HW Monitor says GPU idling at 65 degrees celsius. Even if i crank the gpu fan at a 100% speed via EVGA precision it will not go below 123 F or 50 degrees celsius. Really dirty case the culprit here?

The card is clogged with dust, use a dust blower to clean it out. Also clean your case it might be dirty too.

I'll clean the case but what is a dust blower? Like a portable leaf blower?
