New video card is not recognized by plug and play

I have a Dell Optiplex 320 which i recently upgraded to Win7 professional 64 bit. The onboard video is ATI Radeon express 200 which is inadequate for this use. I purchased a Visiontek HD 6350. When I install the card the system boots very slowly to a screen that has large fuzzy icons and is so slow that when I try to run the configure a device troubleshooter it times out. Prior to the installation I uninstalled all ATI software, deleted any files starting with ATI , cleaned the registry of ATI Technologies entries, and uninstalled the video driver in device manager. None of this has made any difference. There has to be something hanging this up but I have no idea what it could be.

Make sure you install the new drivers for the new card. Also, go into your bios and make sure it's not trying to use the inboard graphics.
