I dont know what cpu fan/cooler to buy I dont want water cooling, can this work with just air?
are some part of my list completely overkill what should I change as far as RAM, MoBo,PSU, and how much thermal paste do I need to finish a computer .15g would be enough.
I read some MoBo can control the fan to keep temp in control plus noise when is not gaming mode, is that Mobo capable of that.

here is revision of your build
i7 hyperthreading is useless in games, i5 is the only way to go
use cm 212 evo, it has its own thermal paste
gaming needs no more than 8GB
you might need bigger storage other than SSD, so i put 2TB (cheap)
for single card, even if gtx 780 Ti, you need no more than 650. i put Seasonic GOLD there
as for case, maybe you want something eyecatching like bitfenix white (you can always change it back)
its dimension is 9.84" x 15.90" x 14.13"

what paste would you recommend? and how much would I need to build the PC.
Is going to be my main PC, games from time to time and surfing the internet.
I dont want anything bigger that than case. 8.2'' x 15.1'' x 14.7'' it say is a MicroATX
I had a hard time deciding between that case and the PS07, I choose that one base on reviews saying it keep component cooler.
as that case would fit the area on my desk designed for a PC

Wow that case does look 100 times better so i re-measured my desk and it wont fit on the space for a PC. the pace on my desk is only 9.3/8'' wide 20'' tall and 15.5 long.
I7 vs I5 I would also be leaving the game running on the background while I surf with multiple tabs open would that make any difference? other than that I dont see me buying photoshop and doing crazy photo or video edits.
also are those ram considered low in design?

The TJ08 is a great little case, and should just about fit in your dimensions, though it's not cheap.

The Prodigy is not small for mATX (let alone the ITX it was designed for) and what a lot of people don't realise is that you need clearances on almost every side due to vents and the I/O panel which makes it even bigger. Space saver (apart from in depth) it is not.

As you clearly have a healthy budget, you should perhaps look at the Silverstone FT03 Mini (standard FT03 is a bit wide)

It's really not cheap, and a little awkward to build in, but it looks fantastic, and fits your small footprint but tall gap.

There's lots really. The Corsair Vengeance LP series are usually well priced but right now, not so much.
