Intel graphics cores has come a long was since the days of the GMA series. Sandy Bridge's Intel HD 3000 graphics core is considered about equal to the Radeon HD 5450. The Intel HD 4000 in Sandy Bridge is considered about equal to the Radeon HD 5570. Sure they are not as powerful as AMD's integrated Radeon graphic cores at the time, but still good enough to play basic games. For example, I was able to complete Mass Effect 3 and all the DLCs on my Lenovo Y470 (nVidia GT 550m disabled, 1366x768 resolution) with the Intel HD 3000. Naturally, the GT 550m was better, but the Intel HD 3000 was capable enough. I had my hands on a laptop with an Intel HD 4000 for a couple of days and I was able to play Tomb Raider 2013 with medium quality graphics at 1600x900 with no issues... well... there was one issue every now and then when I was looking at a stream of water I saw "black holes" floating by. Obviously a graphic driver issue.
The Intel HD 4600 is actually ranked very close to AMD's Radeon HD 8610g. That is AMD's 2nd most powerful integrated graphics core in the Richland generation APU. It is also ranked higher than the Radoen HD 7660g which is AMD's most powerful integrated graphics core in the Trinity generation APUs.
The link below ranks many different mobile graphic card and few desktop cards as well just for comparison. The Intel HD 4600 is ranked #203. The Radeon HD 8610g is ranked #200. The Radeon HD 7660g is ranked #208. The Radeon HD 8650g is currently the most powerful integrated AMD graphics core and is ranked at #181.
