Bf3 Lag spike

Hey guys, I just got bf3 and bf3 premium on pc, I love the game and I have played a lot of this game on console also. But the problem I am having is these damn lag spikes, the game will run fine when I join the game and play a little bit but within a few minutes it will start shuttering. I have honestly looked on a bunch of forums etc. and can't find anything.

OS - Win 8.1 (Maybe the problem)
Cpu - Fx 4300 AMD
Gpu - Raedon HD 7700
Ram - 8 gb's

That's the GPU series. It could be any one of the three I listed.
Windows 8.1 isn't the issue; running perfectly on my machine with a 7770.
Try monitoring your CPU usage, see if it starts spiking or remaining above 95.
Also try monitoring your RAM. Before playing, open Task Manager, then Resource Monitor, then I believe the Memory tab, and look at "Free" or "Available". It should be a few gigs. If not, something's wrong.

Ok, so I opened task manager went into the cpu tab in performance and I noticed that my cpu is the problem. I was monitoring the task manger and as soon as I got a lag spike the speed of my cpu went from 3.80Ghz to 1.33Ghz. Any solution?

Go into the Catalyst Control Manager, and under the Performance tab, there should be "CPU Power". Set both sliders all the way to the right.
Next, go into your BIOS and disable Smart Fan or Smart CPU or whatever it's called. I can't remember.
Is your motherboard UEFI?
