Solution
I'm surprised you'd even consider that one after asking for "the cheapest price", given it's nearly double the lowest price for that resolution listed at pcpartpicker (last night there was one at about $90, which would make $190 more than double, but I guess that was a Cyber Monday deal that has now expired). Also, after reading this review: http://www.motherboards.org/review/aoc-i2367fh-23-thin-bezel-lcd-monitor-review-cake-lie I'd advise against it.

If you wanted an IPS panel (for better color quality and/or better viewing angles), you could have mentioned that before, and there are better models available for less. The Dell UltraSharp series tends to offer excellent quality for the price, and their U2312HM is available for a...

If you wanted an IPS panel (for better color quality and/or better viewing angles), you could have mentioned that before, and there are better models available for less. The Dell UltraSharp series tends to offer excellent quality for the price, and their U2312HM is available for a little less than that AOC model:

Here's a review of it:

If you want a less expensive alternative that's still IPS, you might consider the LG IPS224V-PN:

Solution
I think that depends on what definition you use for "top of the line monitor". The TFT Central review indicated it was excellent for gaming due to good pixel response and very low input lag, but the static contrast isn't as good as you can get with a VA panel, and the W-LED backlight makes it slightly sub-optimal for photo or video editing, due to the reduced color gamut compared to CCFL or RGB-LED backlighting. It also doesn't support stereoscopic 3D or extra-high refresh rate, which some gamers want.
