Will this work together without bottlenecks? mobo+cpu+gpu

I'm on my way to build my pc myself for the first time. I've read a lot on the topic and I would like to check some things with people who have experience in this field.
When looking at mobo-cpu combo is the socket support everything? Will all AM3 motherboards run all AM3+ CPUs? A AM3+ CPU with 125W would or would not run on a AM3+ mobo which says 95W CPUs? Or would it run with problems? I know that my CPU is under the 140W that my mobo says but I would still like to know.
This is my intended rig (i hope i can make it low budget)

CPU AMD FX-4130 3.8Ghz AM3+
GPU SAPPHIRE AMD Radeon R7 250 Boost, 1 GB GDDR5

PSU 420W
Are there bottlenecks in this configuration?
Which of these two GPUs is better?
What is the most powerful GPU that this CPU could run without bottlenecks? (don't care if it's amd or nvidia)
Could this CPU handle 32GB of DDR3 RAM? (i know that the mobo is 16GB max, I'm just curious)
PSU calculator says 328W min/ 378W recommended (these parts+ 1DVD -+ RW +1 high speed SATA HDD + 1 SSD + 2 120mm fans and i added 1 PCIx1, 2 PCIx4 and 2 USB devices just in case) it seems kinda low, am I missing something? Would a 420W be enough for a future GPU upgrade?
Even though this is my first post this forum has been really useful to me when I was researching on how to build a pc, so cheers to all people here.

theres no problem with the cpu and mobo, if that mobo supports am3+ it should be fine with the FX's or even with the older sockets (am3)

Get a true rated powersupply with a decent brand, how much is your budget for the PSU?

your ram limitations depends on your operating system and motherboard, check your mobo's specs on their website, regarding the OS, if you are using 32bit, then there's a limitation of 4gb max ram.
