Looking to upgrade my sons pc graphics card as having trouble with frame rates on certain games eg. far cry 3. He has a coolermaster cyberpower elite 430 pc set up with asus p8H61-mx motherboard Current garphocs card is NVIDIA GEFORCE GT610 is the GTX 650ti boost compatable also

We will need to know the PSU.

To answer your question, the 650Ti is compatible with your motherboard and it will fit in the case. However, you will need at least a 400w PSU.

There won't be a problem with his case, but there might with his PSU. What brand and model is it? The low-end CM PSUs are almost universally overrated near-junk. Any default PSU installed by Cyberpower is also likely low-quality, although they do provide some decent upgrade options (if you chose one when you bought it).
A GTX650Ti Boost needs a single six-pin PCIe power cable. A 380W-430W Antec Earthwatts or a 450W Rosewill Capstone would be good choices.
The GT610 isn't a gaming card, so this upgrade will make a huge difference. If your budget is limited, even a HD7770 (now <= $100) will be a good upgrade if dropping back is needed in order to afford the PSU.

thanks guys just to confirm then the psu is WIN Power+PLus model ADF480A2-36 Ac230v states max combined watt 431.5 total power 450w will this psu be able to handle this.

WIN Power? That's not on either of my biggest PSU listings, nor at 80plus.org, making me suspect it's a generic PSU-shaped object. That means the answer is "No!" It might be good for 300W.
Does it have a PCIe power cable?

Again thanks no idea on pcie power cable, am looking into your previous recommendation i.e. new psu and hd7770 radeon card. Would i be right in saying if i purchased either of the psu's you recommend and that graphics card my boy could happily play games such as far cry 3 without lagging. Good this is getting more complex than I thought it would be, high learning curve for mum aye:)

He could play those games on lowered settings with a decent frame rate. He'll do a LOT better than what his GT610 is doing now; that is certain.
I suspect you already know that playing with very high or ultra settings would require a substantially greater expense. Look for deals. If you post your budget and where you are (which tells us where you can buy), we can suggest the best PSU+graphics card upgrade. I will tell you that a 380W Antec Earthwatts or 450W Antec VP-450 can run any graphics card with a single PCIe power connection. In order of power:
HD7770 < GTX650Ti < HD7790 < HD7850 <= GTX650Ti Boost Edition.
