I have an OEM WinVista CD. I just don't know how to get into Win8 config and management areas to do actions?

If you insert the CD is should automatically open I would think, otherwise hit the folder button on the bottom and find your way to Computer and your drives.

Insert the CD/DVD and reboot your laptop. It should boot from the CD/DVD to start the install.

There is a key that you can press to choose the boot device, I don't know if you had tried that, but it should say it when it tells you the key for the BIOS. You then would select your CD Drive.

Go to BIOS and make the CD/DVD drive as first boot device, save and exit BIOS. Then you should see a line upon booting " Press any key to boot from CD/DVD". Press any key, and the rest are pretty simple to follow guide.
