Choppy Framerate on Battlefield 3 on PC that Should be Able to Run it

I am trying to play Battlefield 3, but whenever I play, I get a choppy framerate when I am looking around. For example, if I look at the ground, I get 60, but when I look up and at everything it drops to about 40 or 50, even on low settings. This happens on every setting I try. There is no difference in FPS in Ultra or Low except for this problem. Is it a problem with my computer? Do I have to go into the Nvidia settings and change something or do I have to edit a config file? Here are my system specs:
Intel Core 2 Quad Q6600 @ 2.4ghz
Nvidia GeForce FTX 650
3.25 GB of usable RAM
Windows 7 32 - Bit

Edit: I should also note that I can max Skyrim at 60 fps with no problem, I can also play RAGE, League of Legends, and Just Cause 2 on max.

It could be an issue with your video drivers. I would recommend a complete removal of your NVidia drivers followed by a shutdown and reboot. Then download and install the latest drivers followed by a shutdown and reboot. There is no hardware reason why your computer should be struggling with BF3.

I'm not sure your information regarding BF3 requirements is accurate. I still have an extra PC using a Core 2 Duo(Conroe) with a 7750 on medium settings @ 1680x1050 and it's min FPS is 35 on a full 64 player map. The OP's specs are above that in every category and should easily run medium settings @ 1920x1080.

I'll try the removal of drivers in a little bit, right now I'm trying to reinstall the game. I'll keep you guys updated and thanks for the suggestions
