Very odd CPU/ GPU behaviour

so i built a new pc a month ago. at first i had stuttering problems in most games, so i took out a stick of ram, boooted it up, turned it off, put the other stick in-boom, works perfectly.

but now, i get fps drops in some games, and i dont know why..im looking at my monitoring software, and it says my CPU idles at 1.4-3.5GHz at 16 Degrees Celsius. Also, with the FPS drops, my GPU nor CPU usage isnt anywhere near 99%..in fact, its around 30% each depending on the game, average, is around 30-50% for CPU and GPU even during fps drops for some reason. and on the monitoring software it says 1 Core of my 6 Core CPU is working at 100%, and the rest of the cores are like 10-20%. and i dont know why i get drops.

it happens in Max Payne 3 on max settings (occasionally), in borderlands 2 on max settings (more frequently), i get like 45FPS in Minecraft, and every other game, besides Hit man absolution, bettlefield 4, how to survive, batman arkham asylum, batman arkham city, and just cause 2. ive tested with 45 different games. all different drivers, different PCI cables, making sure about 30 times every cable was plugged in correctly, etc. not ONE thing has fixed the fps drop or the weird CPU temperatures and the GPU/CPU load. please if anyone can help, ill appreciate it very much..

Parts: AMD FX 6300 @Stock Speed (3.5GHz)
AMD Radeon Powercolor HD 7870 (2GB)
XFX PRO 550W PSU
8GB KINGSTON RAM
MOBO: Gigabyte GA-78LMT-USB3

Is anything overheating?
Have you tried to reinstall the drivers for your GPU?

Have never seen this before so it could be both hardware and/or software issues.
I would suggest reinstalling the games if there are only 1 or 2 that do it, however if lots of games do it, then it won't help.

no. theres no way anything could be overheating. cpu is like 30 degress on load and idle at 15 degrees, gpu while playing any game is around 40-50degrees. i tried every driver from 12.4 to 13.11 latest drivers and everything in between. still to no avail. it happens with almost all of my 45 games.

Hmmm. If there are no driver issues, then I cant really help you anymore.
Do you have integrated graphics? If so try running low-demanding games and see if the problem still occurs.
