Overclocking Phenom II X4 965 BE

My rig:

Phenom II X4 965 BE clocked at 3.8GHz @ 1.4 Volt. with Coolermaster TX3 EVO
GA-970A-UD3
G.Skill Ripjaws 1333 Mhz 2x4GB
Gigabyte Windforce 3 HD7950
Coolermaster GX550W

I just changed the CPU Multiplier to 19x to achieve that OC.
That overclock passed a 18hours Prime test with maximum temp @ 55C and was most of the time @53C during it.

Now, whenever I try to make it go 19.5x (3.9GHz), it can load OS, and when I run prime, right after the first FFT Length 1024 the worker #4 stops.
That at 1.45V. Less than 1.45V it won't boot.

Does that mean that this is my CPU's maximum OC potentional, or it could be just that my system starves for power, since that PSU is bad?

Do you think that I should just leave it as it is, and just try to get a 8320/8350 during christmas sale-period?
Will I see that of a boost from x4 965 BE @ 3.8 to 8320 @ 3.5 for example?
Or do you guys think I should just throw my money into getting a "good" z77 motherboard with an i5-3570K.
I'm using this rig for gaming and browsing, my "max" multitasking would be gaming on 1 monitor and having a chrome with like 2 tabs of forums, 1 facebook tab, 1 youtube tab
or something similar on the other monitor.

Any suggestions?

don't jump to 1600 right away. it might not get there. but do raise the fsb a little at a time to see how far you can go. don't worry about the timings. this isn't 2008/it's 2013. it means nothing....... maybe a little more than nothing considering your cpu. but don't worry about it. nothing will be gained in daily program usage.

will they be faster, yes, a little bit. would the ends justify the means, no. invest that money into your new processor. you have 8gigs, that's plenty.

over clocking.......( with cpu at stock speeds )... first thing i would do is lower the voltages to see how low I could go before my programs started acting erratic. then I would up the voltage just a little. if it runs good, start working the multiplier. see how far you can go leaving the voltages alone. when you start to have problems as stated earlier. back off the OC and up the voltages a little. then work on the multiplier some more....... yadda-yadda-yadda.......... keep going until you can't go any more or until the max safe voltage has been reached... if you don't care about the cpu you can keep pushing it.........

the ram.......... my guess is the ram will be a 1600 misfit ( won't run at those speeds so they bin and sell as 1333.) you should be able to make them run a lot faster.......... without adjusting the voltages to same.

do what I said above......... set cpu to stock or under stock ( less multiplier )and gradually work on the ram.

I thought I saw an 8350 for under $150 this morning at newegg...???? wouldn't wait until xmas-might not be that low. time to buy is when you see it. the new cpu would be a good investment. the 965 was a good processor in it's day. unfortunately it's a dog by today's standards and can't keep up with the way some programs are coded these days....( cpu architecture )...... ( also because of raw speed )

either way ( cpu swap or not-or before you ruin the 965 ) update your board to the latest BIOS to make sure the new cpu (if purchased) will run right on your board.............

I think I'll do the stock CPU + RAM work thing.
but,
By working on ram you mean
A) trying to lower the latency from like 9-9-9-24 to 8-9-9-24
B) bumping from 1333 to 1666 mhz and see?

I'm having this ram @ 1.5V as by default settings say I should have it.
