How are graphics cards' width measured?

Is it from the slot at the bottom all the way up to the last thing on the card?
For example:

On the gigabye website they say the width of the card is 192mm. What I'm wondering is if this accounts for the big flap on the top that reads "WINDFORCE".

Yes graphics cards' dimensions are the card's MAXIMUM dimensions.

Great. Just so I'm correct, the 192mm width DOES include the "WINDFORE" flap? Just want to be 100% sure cause not in the mood to blow $400 on a card that doesn't fit in my case.

Also, if you or anyone else could answer, does this mean, excluding the WINDFORCE flap, that the width is somewhat similar to this cards width?

Case model is an Azza Armour Gaming Case:

Although my side panel is sort of different (has a fan like this one but is in the middle of the panel) it seems like the exact same case.

From a look that I had on gigabyte's site, the windforce has 129mm in width and NOT 192mm. Anyway the card will fit in your case, but you may need to remove the Easy Swap Drive Bay, which is not a big deal. Hopefully you are not using it !

Ah, yes I mixed up the numbers when posting. Its good to hear that it will fit. If you don't mind, could you tell me what the easy swap drive bay is? I'm looking at pictures of the case but idk what I'm looking for.
