My computer Isn't running as I expected

So i recently built a gaming pc... My parts are a R9 270x Graphics card, a AMD x4 750k CPU.. I also have 8gb of ram. So.. I tried playing BF4 on it, and I'm not getting nearly the performance that i thought I would get.. I based this build off of some people's reviews of the graphics card, and they were getting around at least 40 fps playing BF4 on ultra.. the only way I get above 40 fps is if I go on a smaller map.. Is this because of my CPU, or is my GPU (a gigabyte R9 270x) not the same as the ones I've seen people review about? Cause the ones other people had were like sapphire or asus or whatever... I also have tried updating my drivers from AMD, and all they have on their website for my GPU is this thing called Catalyst.. I've downloaded it, but i wasnt sure if it actually updated anything.. Im just wondering if Im getting the performance I should be getting or if there's something wrong thats going on.. Because I even tried playing the game on low, and sometimes I still get shitty fps.. So if someone could please help me, that would be great.
