Should I be getting better FPS with my setup in BF4?

Windows Version: Microsoft Windows 7 Ultimate Edition (build 7600), 64-bit

Processor: AMD Phenom(tm) II X4 965 Processor

Graphics Card: AMD Radeon HD 5800 Series

Total RAM: 8.0 GB DDR3

Honestly im new to understanding computer performance and what i should be expecting in games.

In BF4 i get roughly 40-60 FPS on Medium, 90 FOV
While in BF3 i had the same FPS on High.
Is this what my system can do or am i bottle necked somewhere

yes that seems about right, both your processor and graphics card are pretty old models, your system as a whole is just showing its age, but it's nothing to fret over really, just upgrade to a new system sometime in the future when you think you really need it, BF4 on medium is still beautiful
