Case fan upgrade. options under $15 and performance gains

So I'm collecting parts for my first build. I have a haswell 4770k, which is known to get hot so my goal is to keep it and my other components as cool as possible.
I picked up a mid-tower rosewill blackhawk case and noticed that the included fans are all molex (not even 3 pin). Since I don't want to have them all going full blast all the time, I'm looking to buy some good performing fans to install before I do the build.
I'm trying to keep under $15/fan if possible, but open to ideas. I'd prefer PWM and, if possible, blue LEDs for at least the front 120mm. I don't really care much about sound. if it happens to be quiet then that's cool, but if not I don't care.

Thinking of going 2xfront 120mm, 1xrear 120mm, 1x140mm top (or 2x 120mm).
I was looking at the jetflo 120's by cooler master, but wasn't sure if those were truly the best in the price bracket.

Any questions are welcome. I've done some research on my own, but always like hearing other's opinions.

Cougar Dual-X fans are probably going to be the best Blue LED fans you'll find, although most places you'll find them above $15. They're also not PWM, but, they're good fans.

For under $15 bucks, I usually recommend Enermax or Arctic Cooling fans.

I looked into that, but since my case fans all just have simple molex connectors (no 3 pin on them), I would have to buy adapters for all of them since almost all fan controllers run on 3-pin. I'd rather get a performance increase if I'm going to spend the money on a fix

The controller i linked has molex connectors for all the fans, but if you are set on getting new fans, cooler master is a pretty good brand to go with. Ive got some cooler master 120's in my 4 year old computer that are still going strong. Corsair makes some good fans too, as does Zigmatek. It pretty much falls under how much noise youre willing to put up with.

That's true, but it seems like most other options don't, which is a bummer. Plus, I've heard people having issues with fitting panels/optical drives/etc because of all the cabling already present from the front panel connections on this case.
Like I was saying, noise isn't that big of a deal to me, I'm more looking for the best performance (plus hopefully something with blue LEDs and maybe PWM). That's awesome your CM's have lasted so long without an issue, I've heard a lot of good things about theirs, which is why I've been looking at the jet flo's. I'm just wondering if there is something that performs better or equal for cheaper.

I saw that one and I don't think I've seen a better article put together since on case fans. I hope they do another one this year, it would be nice to see how the fans that came out this year compare.

Hmm, ya I'm seeing most at about $20/fan. That's probably out of my range since I want to buy at least 3 and I just bought an entire build worth of parts. I'll check out what those companies offer. I've seen a few of their fans. I'm not partial to any one company, I'm just looking for the best performer since I want to keep this case ice cold even as I add on
