Could be either a pop-up from your firewall and you told it to block internet.........

Or most likely the pop-up was a trojan, try scanning your pc with malwarebytes www.malwarebytes.org (download it from another machine and copy it through network or with a pendrive since you can't browse on the problematic pc).

Or click the Orb in bottom left, type Restore and use System Restore to a earlier time if you can (or reboot into safe mode and do it that way to REALLY ensure you don't hose it up).
