Now the thing is when i boot i can see BIOS and it detects everything RAM, HDD, GFX, and i can view whats installed on the motherboard, now the thing is when i boot it goes all the way to starting windows screen it stops and then the computer just resets itself can't get past starting windows

Specs: win 7, i3, msi z87-g43, 4g ram, 650W PSU

Solution
Using the original Windows install on the original hard drive, with new MB, CPU and RAM?
Yeah, that often happens.

Clean reinstall.

the reason i asked him to use a mates disk was to format the hdd not to load the os, windows 7 is useless at properly cleaning the
hard drive

Hoafey that has nothing to do with what I said. The problem, which your not aware of and you didn't read in my response is, the copy of Windows the OP had installed already on the HDD, but as well even with a reinstall on a clean HDD, WON'T EVER WORK. The reason is the Windows DVD as well as the Key on the computer all are tied ONLY to the OEM licenses, which says the Mobo/CPU/BIOS can't ever change.

He has to buy a new copy of Windows, with a new License first. Then he can use DBAN disk wiper to wipe the disk perfectly clean (it does it by the bit / sector level, not like Windows which just resets the first 'bit' that the drive is 'clean' when it is still dirty). The only way the OP can save his 'data' would be to put everything back to the way it was, run Windows Easy Transfer to a external drive, then go ahead with his rebuild, wipe and reinstall of Windows. Once he has the new Windows installed, then Drivers, the the Programs install use Windows Easy Transfer to 'set it back like it was' would be the last step.
