GPU Fans not functioning correctly

I seriously am at wits end here... I hope someone can help. I am running my desktop like normal and one day my fans on my GPU just won't stay on... They power up for a few sends then kick down to slow. I am using a sapphire radeon 7970GHz vapor-x card. I thought it was simply a bad card, I got an RMA done and now the replacement card is here(it said replacement so i assume its not the same one. SN's are diff) it worked fine earlier, just dandy. Now It does the same thing again, I work for geeksquad and took it in and tested it on the counter and ran like 6 boot ups and it would not do it again, It worked fine the only difference was that it was laying on its side instead of standing up, and the power cable was theirs. those are the only two variables I can figure out. I brought it home and now it does the exact same thing again... I can't see why or how its doing this... and its unlike any other GPU issue I have been able to find online at all. Oh and now it won't boot properly, I get the windows logo and then a black screen UNLESS i go into bios and I HAVE TO DISCARD changes and then it'll boot just fine but ONLY if I do that. I am sooooo lost, Please help me guys. Oh and I also just tried switching PCIe slots and same thing.

UPDATE:

Here is a fun extra, I unplugged my speakers and network cable and the fans work just fine, as soon as i plug the network cables back in the fans stop working properly.

PSU... OR Mobo. Powering ALL the components is too much, PSU undervolt / failing (turning to the side is also a indicator as the ball bearings in the PSU fans may now be working to cool the PSU but when normally standing 'on end' the fan isn't working as well and overheats the PSU - is it clear of dust bunnies?).

Otherwise sounds like the Mobo is loose somewhere and breaking connections (physically turning it causes the 'weight' / gravity to change on the compoenents' like the GPU itself, or has a 'short' on it.

Yeah I am thinking it's going to be the PSU I couldn't test it very well at work because of the way the pins are made (the 8 pin has a lip on it and thus wouldn't fit in our tester). I appreciate the help guys. Ill start with that and then see if the mobo maybe bad, Honestly I dont care what is wrong everything is still under warranty so I just needed to know. Thanks very much guys.
