Any CPU/Mobo suggestions for a noob?

Alright, so I have had this problem were my games started stuttering or "frame-skipping" to the point that it is almost unplayable. Regardless of the game and settings, my PC (which is well capable) just will not cooperate. I have tried almost everything imaginable short of buying a new CPU/MOBO - I've tried new HDD (fresh windows install), new RAM, new video card... nothing seems to work!

So I've come to the conclusion that it must be my CPU or MOBO. I want to go with Intel just to try something fresh, but I typically go to Newegg, sort by review count, and buy the cheapest item near the top of the list - but I figured I would ask you all for help instead of being completely clueless :p

Any suggestions on an Intel-based CPU/MOBO combo for preferably around $300ish?

I'm also open to suggestions on how to fix the stuttering, but like I said, I've tried EVERYTHING.

HDD: WD 1002FAEX (1TB - 7200RPM)
PSU: OCZ XStream 700w
Sound: On-board mobo (Realtek HD Audio)

I guess I didn't think of the PSU. Is there any way to test it? I have an old 430w PSU but I doubt it will be able to power my current specs, eh?

Do you think I would be able to use my 430W (just to troubleshoot before I buy better one) with my current specs if I swap out the video card for an old ass Nvidia 7950GT?

the gt 7950 is a minimum of 400w so you should be able to do that to troubleshoot.

Alright so I bought a Corsair GS700w PSU and tried it, and the outcome is weird. The stuttering problem stopped in some my the games like StarcraftII but still happens with other games like BF4. I think I may be the unluckiest person ever.

Any other suggestions? Do you really think that there's no chance its the CPU?

Well its not just BF4. Its also other of the more "resource intensive games"... Any other suggestions?

If not, then that brings me back to my original question - any CPU/Mobo suggestions? It is literally the LAST component I have yet to troubleshoot
