HELP my GPU is overheating!

My computer running windows 8.1 has the following:

Gigabyte Radeon HD7950 3GB Overclocked
Corsair Hydro Series H110 280mm CPU Cooler
Corsair Force Series 3 120GB SSD
Silverstone Strider Plus 750W ST75F-P
Intel Core i5 3570K
ASUS Sabertooth Z77 Motherboard
MSI Radeon HD7950 3GB Overclocked

My graphics cards were in cross fire and recently one of them started to overheat (idling at 75 degrees celcius plus) sending the fans into a whirl.

Even when I restart my computer the card starts at 35 and then rapidly heats up to 75.

removing the cards, swapping the cards and changing PCIE slots with different cards doesnt solve the problem so it's not the cards themselves. (they were working FINE the other day)

My drivers are up to date and it was working perfectly untill I rearranged my CPU hydrocooler the other day (which now works perfectly).

The only thing I can think of is that the PSU is causing the problem. It's made weird noises in the past which caused me to lodge a request warranty in the past but the sound went away. Apparently a faulty PSU can cause overheating but as you can see it;s a 750W silver silverstone PSU which as far as I know is sufficient.

the internet suggests changing thermal pastes but I dont think that will help. do you have any suggestions? I'm working on my 5 year old laptop at the moment and it's killing me.

I had a similar situation with an old 460ti. The thermal paste had degraded into powder, temps were up to 70 when idle and 95 when running. Change of paste had it running good as new.

It should be a quick fix if you are confident removing the heatsink?
