8GB RAM reading as 4GB Usable

Am confused about this, my computer reads 8GB of ram however only 4GB is available this copy of windows is indeed x64 so don't understand. I want to upgrade to 16GB of ram soon with a better speed rating/CAS latency however am worried about this problem of my computer not utilizing its full potential.

If you need any additional information just ask, thanks your help is appreciated!

Also, Windows 7 32-Bit OS has a max memory limit of 4GB. So if you are using Windows 7 32-Bit OS then that is the reason behind the issue.

Not too sure about this, in my settings they're defaulted so no set number of processors or memory. And my computer is using all four processors as of now so not sure why the same is not for the memory as well.

The above is irrelevant to my post, as I stated earlier I am running x64 and as per the question and graphic I provided this isn't related to small portion of memory being unaccountable. Rather 4gigs of memory, however to elaborate the on board graphics unit is disabled as per my boot settings which automatically loads PCI as the priority bypasses the on board unit so it would have no effect. The system I am using is relatively old in regards to industry standards however isn't quite an antique as of yet, the mobo (h57m01) /ram (DDR3, 1333 MHz DIMM)/processor (i5 - 2.67) is 5 years old. New PSU, GPU, and drives.

Pfffft, found this a tech bulletin on Microsoft site after I noted this was due to the Hardware Reserved portion of the graphic. Have program the memory outputs myself, thanks iJack you were onto something however in order for it to work I had to check the box xD
