Flooded Computer Question

My computer was underwater in a flood. I removed the hard drive and bought a USB to IDE Sata SSATA Converter Cable adaptor w power supply. When I plugged in the hard drive nothing happened. Does this mean the hard drive is dead or should I assume I purchased the wrong power adapter or that the power adapter is no good?

It was an old hard drive from a 2000 Dell with XP. I purchased a new PC hoping to just be able to insert the old hard drive into the CD Rom slot but the wiring is different in the newer Dell. Hence why I bought the converter to try and get the files off externally.
 
Solution
There's probably no way to recover it. You could send it to a data recovery service, but that costs hundreds of dollars and there is no guarantee that they could recover anything.

I have one of these adapters. Works pretty good.

When you connect it and power it on, do you hear the spindle moving? If there's no sound, then it's pretty well a dead drive.

No, I was expecting to hear that and nothing happened. I might as well have plugged a stuff animal in because it literally did nothing.

Besides the usual 80% filled with porn, I did have pics of my mom who is since deceased and was hoping to be able to get those off of there.

The power adapter had four holes but only three had copper inside and one in the middle was black. Could that be it? Or an other way I can Frankenstein it to get them off quickly
