Is it worth upgrading to haswell ?

You should get a 3570 or a 3570k. (get the non K version if you dont plan on overclocking or your current motherboard isnt a Z series chipset)

If you want to OC or have that option you may need a new motherboard. What is your current motherboard?
If you're on Ivy Bridge, you might as well stay there, Haswell only offered a 5-10% boost clock for clock over Ivy Bridge, a faster Integrated Graphics chip and the AVX2 instruction set. I'd just get an Ivy Bridge i5 or i7 if you want a new CPU unless you really need AVX2 support, or really, really want faster integrated graphics.

I play bf4 and i was planning to bumping up the performance with a ivy bridge i5 and a r9 270x and my budget is around 400 dollars, any suggestions on what cpu i should get for i5 ?
