Keeping in mind everything you want to do, I'd go with an 850w Psu. If you are going the budget route, right now this is 108: http://pcpartpicker.com/part/xfx-power-supply-p1850snlb...

However, for not a lot more, you can pick this up for 140: http://pcpartpicker.com/part/corsair-power-supply-ax860

I wouldn't go any cheaper than the first one though. The 2nd I listed is essentially top of the line for that wattage.

Hi - no harm in an 850w unit, but you need only a good quality 700w PSU to run a sys with 2 - 7950's. Since you will OC & have liq cooling, 5 fans, etc., you may want to go with 750w or greater.

There are some good deals on 750's & 850's now, here are some to consider:

For a system using two AMD Reference Design Radeon HD 7950 (non-Boost Edition) graphics cards in 2-way CrossFire mode AMD specifies a minimum of a 750 Watt or greater system power supply. The power supply should also have a maximum combined +12 Volt continuous current rating of 45 Amps or greater and have at least four 6-pin PCI Express supplementary power connectors.

Total Power Supply Wattage is NOT the crucial factor in power supply selection!!! Sufficient Total Combined Continuous Power/Current Available on the +12V Rail(s) rated at 45°C - 50°C ambient temperature, is the most critical factor.

Overclocking of the CPU and/or GPU(s) may require an additional increase to the maximum combined +12 Volt continuous current ratings, recommended above, to meet the increase in power required for the overclock. The additional amount required will depend on the magnitude of the overclock being attempted.
