An ISO is not bootable. To make a bootable dvd from the iso you need to use windows disc image burner(part of win 7) or a program like imgburn. To create a bootable usb drive you need to use windows usb dvd download tool.

Did you use that tool to create the DVD? Not just copy the files over.
  5. After you created the bootable usb drive you need to set the system to boot to usb, you can do this in the bios or by using f12 during post to access the one time boot menu and selecting the usb drive.
