Is this too hot for my CPU?

I'm running an Intel i5-4570 and I disabled core parking to see if it helped Metro: LL lag, and I'm getting upwards to 71 degrees C when stressed (Intel ETU) is this too hot?

When I tried to reenable core parking, I was getting five FPS in games. Guess it parked all the cores. I'm getting 45-50 degrees C idle atm but I believe that's normal for my CPU, checked the temp a couple of times before this.

Is this too hot? Also, has anyone had this problem with Metro: LL? Any threads that I should see that'll help?
 
Solution
The CPU could be throttling back when it hits its thermal limit (72C) Adding an aftermarket cooler will likely bring the CPU's temperatures down and restore some performance.
